Well, this entire area in NZ is essentially igneous - it's the land of volcanoes (extinct, I hope - although there are eruptions near here on occasion). Perhaps this is "agglomerate" rock, hence the inclusions. Nearby Lion Rock is the remnant of a volcanic plug.
As a sign in the geology school at the Uni says, "Auckland: it's OUR volcano."
